On September 16, Guangzhou Nansha Comprehensive Bonded Zone was formally accepted by the joint acceptance team. The comprehensive bonded area is one of the special customs supervision areas with the highest level of opening, the most preferential policies, the most complete functions and the most simplified procedures in China. The acceptance of Guangzhou Nansha Comprehensive Bonded Zone marks the re-upgrading of Guangzhou's opening-up platform, which will bring new major development opportunities for Guangzhou to develop a higher-level open economy, promote the formation of a new pattern of comprehensive opening, and build the Guangdong-Hong Kong-Macao Greater Bay Area.

In order to support the high-level opening and high-quality development of comprehensive bonded areas, the State Council issued the "Several Opinions of the State Council on Promoting the High-level Opening and High-quality Development of Comprehensive Bonded Areas" in 2019, and specifically introduced 21 support measures.

After the Guangzhou Nansha Comprehensive Bonded Zone is approved, the 21 measures issued by the State Council can be applied, including the pilot qualification of general VAT taxpayers, bonded storage of complete vehicles, bonded maintenance at home and abroad, undertaking entrusted processing outside the domestic area, promoting domestic sales convenience, supporting remanufacturing, promoting R & D innovation, supporting medical equipment research and development, service outsourcing, futures bonded delivery and other 10 measures. The preliminary investigation shows that enterprises have more urgent needs for four measures, such as the pilot of general VAT taxpayer qualification, bonded storage of whole vehicles, bonded maintenance at home and abroad, and undertaking entrusted processing inside and outside the region.
